You can see this massive plant, a giant puzzle of pipes and stacks, from I-95. Years ago it was called Allied Chemical. All of the piping is outdoors. My mother remembers when the entire place was enshrouded in a building. The City of Philadelphia instituted a tax on the building, so Allied tore it away, leaving the plant exposed.
